TAX & BUSINESS UPDATES OF PHILIPPINE CONSULTING CENTER INC. 

Bureau of Internal Revenues Latest Issuances 

Filing of Various Returns and Payment Revenue Memoradum Circular No. 79-2020 

All concerned taxpayers duly registered under the jurisdiction of Revenue District Office Nos. 24 to 34, 38 to 54B, taxpayers have the following options in filing of returns and payments of taxes: 

Tax returns may be filed with and taxes may be paid at the nearest Authorized Agent Banks(AABs), regardless of Revenue District Office (RDO) jurisdiction; 

Tax returns may be filed with and taxes may be paid to Revennue Collection Officers (RCOs) of the neares RDO, even in areas where there are AABs. Cash payments should not exceed P20,000.00, while check payments have no limitation if made to the RCO of the District Office. All check payments should be made payable to the Bureau of Internal Revenue, and the name and branch of the receiving AAB may no longer be indicated therein. Tax Returns may be filed through eBIRForms facility and taxes paid as follows: 

Over-the-counter through AABs RCOs of the nearest RDO, even in areas where there are AABs. 

Electronic/Online Payment: 

  • Development Bank of the Philippines (DBP) Pay Tax Online (for holders of Visa/Mastercard Credit Card and/or BancNet ATM/Debit Card)
  • LandBank of the Philippines (LBP) Link.biz Portal (for taxpayers who have ATM account with LBP and/or BancNet ATM/Debit/Prepaid Card and taxpayer utilizing PesoNet facility for depositors of RCBC, Robinsons Bank and Union Bank)
  • Union Bank Online Web and Mobile Payment Facility (for taxpayer who has an account with Union Bank of the Philippines)
  • Mobile payment (GCash/PayMaya) 

Electronic Filing and Payment System (eFPS) taxpayers shall continue to file through eFPS and settle the tax liabilities with the AABs where they are enrolled.

Taxpayers enrolled in eFPS who may experience difficulty using EFPS shall manually file and pay taxes due trough the above- mentioned payment venues. This Circular shall take immediately until MECQ has been lifted and placed National Capital Region (NCR), Bulacan, Cavite, Laguna and Rizal under General Community Quarantine (GCQ). 

Amends the Revenue District Offices covered by RMC No. 79-2020 Revenue Memorandum Circular No. 80-2020 

This Circular is being issued to amend the second paragraph of RMC No. 79-2020 to read as follows: 

“All concerned taxpayers duly registered under the jurisdiction of Revenue District Office Nos. 24 to 34; 38 to 57; may;” 

Policies in the Acceptance of Tax Payments for All Taxpayers Under Jurisdiction of NCR, Bulacan, Cavite, Laguna and Rizal Bank Bulletin No. 2020-11 

Due to the declaration of Modified Enahance Community Quarantine (MECQ) in National Capital Region (NCR), Bulacan, Cavite, Laguna and Rizal for the period August 4, 2020 to August 18, 2020, all Authorized Agent Banks (AABs) shall: 

  • Accept all tax payments from taxpayers registered under Revenue District Office Nos. 24 to 34, 38 to 54B, even out-of-district returns.
  • Accept over-the-counter filing of returns and payment of taxes due thereon by EFPS filers who encountered problem in paying through eFPS, taxpayer may present printed copy of the pop-up message screenshot as proof of unsuccessful eFiling and/or copy of efiled returns.
  • Accept check payments from any taxpayer even without the name receiving AAB branch indicated in the check during MECQ period. Provided that all check tax payment shall be made payable to Bureau of Internal Revenue. 

This bank bullettin shall take effect immediately until MECQ has beem lifted and placed National Capital Region (NCR), Bulacan, Cavite, Laguna and RIzal under General Community Quarantine (GCQ). 

Advises BIR AABs to Accept Payments under RDO Nos. 55,56 & 57 Bank Bulletin No. 2020-12 

In Bank Bulletin No. 2020-11, all Authorized Agent Banks (AABs) were advised to accept tax payment from taxpayers registered Revenue District Office (RDO) Nos. 24 to 34, 38 to 54B even out-of-district returns due to the declaration of Modified Enhanced Community Quarantine (MECQ) in National Capital Region (NCR), Bulacan, Cavite, Laguna and Rizal for the period August 4, 2020 to August 18, 2020. 

Authorized Agent Banks (AABs) are advised to also accept tax payments from taxpayers under RDO Nos. 55,56 and 57 even out-of- district returns since said RDOs are within the province of Laguna which is under MECQ

Pag-IBIG Fund 

Pag-IBIG Fund branches in Metro Manila, Cavite, Bulacan, Laguna and Rizal will be temporarily close from August 4 to August 18, 2020 

Members in these areas can still: 

  • Apply for a Multi-Purpose Loan via Virtual Pag-IBIG
  • Pay for their Housing Loan & Short-Term Loans online via Virtual Pag-IBIG or through any of our collection partners (emloyers must be enrolled in Pag-IBIG e-SRS):

Securities and Exchange Commission 

Notice on Skeleton Workforce under Moderate Enhanced Community Quarantine (MECQ) 

The Securities and Exchange Commission (SEC) Main Office within the Philippine Convention Center (PICC) Complex in Pasay City will operate with a skeleton workforce from 4 to 18 August 2020

The Commission shall accordingly reschedule all on-site transactions and activities during the MECQ period, including the SEC Certification Examinations scheduled for 5,7,10,12 and 17 August 2020. 

The public is advised to transact business online. The pertinent guidelines are available on the SEC website 

For inquiries and other concerns, the public may reach the relevant departments or offices during regular office hours through the email addresses and interim hotline numbers provided in the SEC Contact Center. 

The Commission will continue implementing work-from-home and other alternative work arrangements, in accordance with the guidelines issued by the Civil Service Commission.
